To evolve Tadbulb into Pokémon Scarlet and Violet, you must use a Thunder Stone . This will turn Tadbulb into Bellibolt . This is the only way to evolve the Tadpole, so you will need to get your hands on the Thunder Stone in order to get its evolution. Once you have the Thunder Stone, open the bag with the X button and find the Thunder Stone. Select it and use it on the Tadpole to trigger an evolution.

How to get the Thunder Stone in Pokémon Scarlet & Violet

There are two main ways to get a Thunder Stone in Pokémon, but the easiest way is to simply buy it from the Delibird Presents stores that can be found all over Paldea. You can buy a Thunder Stone from this vendor for 3,000 Poké Dollars. Otherwise, you may accidentally find it on the ground while exploring, but this may take some time.
